Background Information
Introduction
People with disabilities in Puntland are among the most vulnerable groups in society. Many of them face limitations in accessing basic rights, services, and opportunities due to multiple barriers—social, economic, environmental, and institutional. While the Puntland government continues to make efforts, there are still limited programs specifically designed to support the livelihoods and wellbeing of persons with disabilities (PWDs).
The Puntland Disability Organizations Network (PDON) is a public-based representative body established on July 3, 2012. PDON was founded to amplify the voices, rights, and needs of persons with disabilities across Puntland. Membership is open to all organizations actively working on disability issues.
The Network brings together diverse disability-focused groups to unify their efforts and advocate collectively. PDON mobilizes government institutions, civil society, and community actors to promote, protect, and advance the human rights of persons with disabilities. Our approach centers on humanitarian protection, improving accessibility, and creating systematic and sustainable mechanisms that support the disability community.

Why PDON
PDON works to promote an inclusive, barrier-free, and rights-based society for persons with disabilities in the region, guided by the Convention on the Rights of Persons with Disabilities (CRPD).
PDON’s work focuses on the following key areas:

Strengthening the Regional Development Office to serve as a focal point for PDON national assemblies and the disability movement.
Establishing new self-help organizations and national assemblies of persons with disabilities.
Promoting and strengthening the network and movement of women with disabilities at regional and sub-regional levels.
Promoting the Independent Living (IL) concept and expanding the IL movement, including regional IL networks.
Advancing the barrier-free movement and ensuring accessibility in built environments.
Strengthening and promoting international and regional collaboration for disability inclusion.
Objectives

Promote Full Participation and Equality
Facilitate, encourage, and advance the full participation and equality of persons with disabilities in all aspects of community life, enabling them to benefit from social and economic development and improved living standards..
Strengthen Collaboration and Collective Action
Bring together all disability stakeholders to promote a collaborative approach, encourage shared vision, and develop practical strategies to address issues of common concern.
Advocacy and Awareness
Act as an advocacy platform that promotes national awareness, disability-inclusive policies, and the integration of disability issues at all levels of governance and development.

Coordination of Disability Efforts
Serve as a coordination body for disability stakeholders by formulating strategies that ensure effective and unified disability interventions across Puntland.

Promote Research and Data Systems
Encourage and support disability-related research and maintain a comprehensive database and resource center for stakeholders and policymakers.

Strengthen Skills and Capacity
Enhance the skills, knowledge, empowerment, and advocacy capacity of persons with disabilities (PWDs).

Improve Resource Base
Strengthen financial and operational resources, including running costs, assets, income generation, and overall social wellbeing for PWDs.

Enhance Social Inclusion
Promote political participation, support existing disability policies, and ensure new inclusive policies are developed where needed.

Mainstream Disability Across Programs
Ensure disability is effectively mainstreamed into the programs and mandates of INGOs, NGOs, and government institutions.

Meet Our Team
At the Puntland Disability Organizations Network (PDON), our team brings together passionate professionals, elected representatives, and technical experts—all working toward disability inclusion and rights across Puntland.

Board of Directors
Our Board of Directors is made up of 9 members, elected every three years during PDON’s General Assembly. These leaders represent our member OPDs and guide the network’s strategic direction and governance.

Executive Team
Elected by the General Assembly every three years, our Executive Director and Deputy Executive Director are responsible for day-to-day leadership and organizational representation at the local, national, and international levels.

Technical Team
Led by the Programs Manager, the Technical Team drives program design and implementation, covering areas such as advocacy, inclusion, capacity-building, and service delivery.

Consultants
PDON engages a team of professional consultants who bring specialized expertise in key areas including physiotherapy and rehabilitation medicine, psychotherapy, and nutrition. These consultants support project implementation, training, and technical guidance to strengthen disability services.

Health Team
Our dedicated Health Team, including the Physiotherapy Department, works to ensure access to rehabilitation, mobility support, and inclusive healthcare for persons with disabilities.

Support Team
Our Operational and Support Team manages administration, finance, logistics, hygiene and Security Support—ensuring effective coordination and smooth running of PDON’s work across all regions.
Together, this team forms the backbone of PDON’s mission to build a more inclusive society where persons with disabilities are empowered, heard, and supported.
